Resumen

El artículo aborda la posibilidad de que un país menos desarrollado, como Colombia, pueda adoptar un esquema de política de retiro universal, como el que funciona con éxito en una nación desarrollada como Nueva Zelanda. A partir del siglo XIX, los planes de pensiones en Colombia y en Nueva Zelanda se diseñaron de manera diferente y tuvieron resultados diferentes. Concluyo que hay una serie de factores, como el patrón de proximidad geográfica, el envejecimiento de la población, la sostenibilidad financiera y el diseño del pilar de jubilación que probablemente permitirían a Colombia adoptar con éxito el primer pilar pensional. Aunque existen algunos desafíos, como el legado de políticas, la simplicidad, la edad de jubilación, la debilidad institucional, el tamaño de la población y la seguridad nacional que Colombia deberá superar para garantizar su éxito, específicamente cómo reducir la pobreza entre la población de edad avanzada sin afectar la sostenibilidad a largo plazo del sistema de jubilación.
