Sovereign action: an alternative to state ineffectiveness on citizen security in Mexico

Introduction: In Mexico the problem of public insecurity threatens the peace and welfare
of the people, a situation that has generated various forms of reaction of the population to the perception of non-compliance of the state function in matters of citizen security, in which, the sovereignty of the people and the potential justification of applying it in
cases of state absence to confront citizen insecurity is reconsidered, which contrasts with the constitutional mandate to take justice into their own hands and in turn with the state ineffectiveness to fulfill that function. Objective: to determine whether the inherent sovereignty of individuals is a viable and justified alternative for dealing with insecurity. Methodology: exclusively theoretical review, systematized with quantitative and qualitative data that allowed contrasting the findings of the studies with the theory
and doctrine analyzed and interpreted, resulting in relevant data suggesting the possibility that state ineffectiveness can be complemented with the sovereign action of individuals. Conclusion: the State does not fully comply with this security function, so the democratic judgment has justified the momentary solution to cases of insecurity.
