Human Rights and Agenda 2030 in Municipal Development Planning: Ituango, Colombia 2020-2023

Introduction: In today’s democratic context, human rights and sustainability are global political commitments that must be incorporated into public policies at the local level. Objective: To evaluate how the 2030 Agenda is incorporated into development planning
and management in a sixth-category municipality in Antioquia, Colombia, identifying progress and barriers to its implementation. Methodology: The research adopts a qualitative approach with an exploratory and descriptive design. Document review and content analysis techniques are used. The findings reveal deficiencies in the articulation of human rights principles and sustainable development goals within the municipal development plan. Conclusions: The study highlights the need to strengthen municipal planning through strategies that ensure the cross-cutting integration of a human rights approach in the territory.
